The head of the Solomianskyi district road maintenance department (RMD) is suspected of unreliable declaration of elite property worth more than UAH 5.5 million belonging to his wife. This was reported by the Kyiv City Prosecutor’s Office, Kyiv police and the National Agency for the Prevention of Corruption (NACP).

According to the prosecutor’s office, the deputy head responsible for operations at the Solomianskyi district road maintenance enterprise, who is acting as the head of the company, was served with a notice of suspicion.

The website of the Kyivavtodor municipal enterprise states that Volodymyr Guzema is the acting head of this SHEU. Materials from the NACP confirm this information.

It was established that Guzema did not include in his declarations for 2021, 2022 and 2023 the value of the apartment and parking space purchased by his wife, stating that his wife did not provide him with this information.

The property in question is an apartment in the French Quarter residential complex in the center of the Ukrainian capital with an area of 74.8 square meters and a parking space with a total area of 15.4 square meters. The total value of this property is UAH 5.5 million.

"At the same time, it was established that the man not only knew the price of the purchased real estate, but also provided cash to buy the apartment and parking space. However, the availability of this money is not confirmed by the official income of the head of the utility company," the prosecutor’s office said.

The NACP conducted a full audit of the declaration of the head of the Solomianskyi district SHEU following an investigation by the anti-corruption center Mezha.

In June 2025, investigative journalists reported that the NACP, following their request, had checked Guzema’s declaration and established the fact of false declaration of property worth UAH 9.6 million. Police then launched a pre-trial investigation into the intentional declaration of knowingly false information.

According to Mezha, the following property is registered in Guzema’s wife’s name:

→ a 2017 Land Rover Range Rover (UAH 1 million); → an apartment of 74.8 sq. m in the elite-class Boulevard of Fountains residential complex (UAH 4.8 million); → a parking space in the Boulevard of Fountains residential complex (UAH 700,000); → five Renault Master vehicles manufactured in 2018–2019 (UAH 2.4 million).

The suspicion was announced for concealing part of this property in the declaration.

  • In May 2024, Kyivavtodor director general Oleksandr Fedorenko was suspected in a case involving the embezzlement of UAH 10 million during road repairs in Kyiv.
