The EU will ease the customs regime for certain products from Ukraine

The Council of the European Union has decided to reduce or completely eliminate customs duties on agri-food products from Ukraine, including dairy products, fresh fruit and vegetables, meat and meat products. This was reported by on its website.

This is part of the revision of the Deep and Comprehensive Free Trade Area between the EU and Ukraine.

"Both the EU and Ukraine will benefit from the abolition of customs duties, which will lead to sustainable economic stability, long-term trade relations and further integration of Ukraine into the Union," said Lars Løkke Rasmussen, Minister of Foreign Affairs of Denmark (which holds the EU presidency in the second half of 2025).

Ukraine's access to the EU market will depend on the gradual harmonization of national requirements for animal welfare, pesticides and veterinary products with EU standards.

A market protection mechanism is envisaged in case of market equilibrium disruption.

Full liberalization is possible only for certain non-sensitive products, such as milk.

Access remains limited for the most sensitive products (sugar, poultry, eggs, wheat, corn, honey).

  • The EU-Ukraine Association Agreement was signed in 2014 and entered into force on September 1, 2017. The Deep and Comprehensive Free Trade Area is the economic part of the agreement, which provides a framework for the modernization of Ukraine's economy and trade relations.
  • After Russia's full-scale invasion of Ukraine, the EU completely eliminated duties on Ukrainian goods. The duty exemption expired on June 6, 2025 .
