Zelenskyy announces personnel changes in energy companies after Operation Midas

President Volodymyr Zelenskyy and the Cabinet of Ministers on Saturday, November 15, determined the procedure for renewing the management of the main energy state-owned companies: Energoatom, Ukrhydroenergo, GTS Operator, and Naftogaz of Ukraine. This was reported by in Zelensky's social media.
At Energoatom , which this week found itself at the center of a corruption scandal, conditions are to be created within a week to form a new supervisory board that will completely reboot the management. The company has been operating without a full-fledged leader since its corporatization in late 2023. It is currently temporarily headed by Pavlo Kovtoniuk, who was previously the CEO of Rivne NPP.
The government is also going to urgently announce a competition for the vacant position of CEO of Ukrhydroenergo (the previous CEO, Ihor Syrota, resigned in May 2025, and the company is headed by his deputy, Bohdan Sukhetskyi) and to form a supervisory board.
The competition for the post of CEO of the Gas Transmission System Operator, which was almost won by a former advisor to Energy Minister Herman Galushchenko, will be restarted simultaneously with the completion of the supervisory board. The GTSOU has been operating without a full-fledged head for three years since the resignation of Serhiy Makohon.
At Naftogaz of Ukraine , given that the contracts of the current Supervisory Board expire in January 2026, a competition for the election of the next Board should be announced and held to avoid interruptions in the work.
In the remaining large state-owned energy companies, state representatives in supervisory boards should be renewed.
- on November 10, NABU conducted 70 searches, including the co-owner of Kvartal 95 LLC Timur Mindich, which involved all the bureau's detectives, in the Energoatom corruption case, called Operation Midas. on November 11, the NABU and the SAPO announced suspicion to seven people involved.
- On the same day, the state representative on the supervisory board of Energoatom Tymofiy Mylovanov announced his resignation. The reason, he said, was the inability of the collegial body to provide "an adequate response to the situation around the company.".
- An hour and a half later, Svyrydenko said that the Cabinet of Ministers had prematurely terminated the powers of the supervisory board of Energoatom.
