Revenues of Ukrainian mobile operators increased by UAH 7 billion in 2025

In the first half of 2025, Ukrainian mobile operators increased their revenues from mobile services by UAH 7.1 billion, or 22.6%, compared to the first half of 2024. This is evidenced by updated data from the National Commission for the Regulation of Electronic Communications (NCRC) dashboard.

In the first two quarters of the year, total revenues from mobile services amounted to UAH 38.9 billion, compared to UAH 31.8 billion in the same period of 2024. Most of this amount was generated from data services, including Internet access (68.3% vs. 67.1% in the first half of 2024). The share of revenues from voice telephony decreased by 0.4 percentage points to 11%.

ARPU, the average monthly revenue per subscriber (from the provision of mobile services per active ID card), increased more significantly to UAH 135.6 per month (+28.6% compared to the first half of 2024).

The total number of SIM cards in Ukraine decreased by 1.6 million units (to 47.9 million).

At the same time, the number of identification cards that recorded Internet access decreased by 400,000 units (to 35.4 million), and the number of cards with 4G access continued to grow – to 30.5 million (+800,000), although at a slower pace than in 2024 (+3.1 million).

Total revenues from the provision of all electronic communication services (mobile communications, fixed voice communications, fixed Internet, access to infrastructure) amounted to UAH 60.9 billion, an increase of 17.9% compared to the first half of 2024.

Fixed-line internet revenues grew by 3% (to UAH 12.1 billion) with a decrease in connection points to 8.4 million (-0.5%).
