Rada authorizes confiscation of almost 1600 Russian railcars worth UAH 2.2 billion

The Verkhovna Rada has adopted draft law No. 13442, which approves a presidential decree on the forced seizure of property of the Russian Federation and its residents in Ukraine. The document was voted for by 263 deputies.
We are talking about 1,592 freight cars of various types – boxcars, gondola cars, platforms and tanks. Their total value is estimated at about UAH 2.2 billion. The average age of the railcars is 14 years, and their service life is on average until 2047.
"The owners of these railcars are sanctioned residents of the Russian Federation. Forced seizure will ensure their transfer to the state ownership of Ukraine. In fact, the cars are already being used by Ukrzaliznytsia," said Presidential Commissioner for Sanctions Policy Vladyslav Vlasiuk.
The list of owner companies includes VEB-Leasing, VEB.RF, State Transport Leasing Company, Nord, Oblodorsnab, Organic Synthesis, Gazpromtrans, Finance Business Group, and Transcontainer.
The National Security and Defense Council emphasized during the decision in July that the confiscation was carried out "in order to mobilize financial resources of the state" and "to deny the Russian Federation access to economic resources that could potentially be used for warfare.".
- In December 2024, the industry publication CTS reported that the arrested Russian freight cars became the most used fleet of Ukrzaliznytsia .
