Tymofiy Mylovanov, President of the private university Kyiv School of Economics (KSE) , is an atypical Ukrainian educator. He is active on the Internet and perceives and develops higher education as a business. In 2019-2020, Milovanov was the Minister of Economic Development of Ukraine, and in this position he actively promoted the opening of the land market in Ukraine.

In the summer of 2025, the university run by Milovanov bought the building of the Golf Center in Obolon for $18 million. The money came from two anonymous benefactors. The KSE is not anonymously supported by large Ukrainian businesses: Genesis, ICU, Nova Poshta, FUIB, Farmak and others.

The correspondent of LIGA.net came to Tymofiy Mylovanov to find out what exactly he does at KSH, when students will be able to study in the golf center, about blackmail by pseudo-activists and what the reform of higher education should be.
