All state registries resume operations after large-scale Russian cyberattack

Ukraine's Ministry of Justice has restored the functioning of several key national registries following a major cyberattack by Russia, as reported by the ministry's press service.
The following registries are now operational:
- State Register of Real Estate Property Rights
- State Register of Encumbrances on Movable Property
- Automated System of Enforcement Proceedings
- Electronic Register of Apostilles
- Unified Register of Convicted Persons and Persons Taken into Custody
- Automated System "Bankruptcy and Insolvency"
- Unified State Register of Persons Subject to the Provisions of the Law of Ukraine "On Lustration"
Currently, data updates are in progress, which has limited notaries' and state registrars' access to the State Register of Real Estate Property Rights. Additionally, there are restrictions on updating encumbrance data by state and private enforcement officers.
Meanwhile, several electronic information exchanges with government agencies that use data from the aforementioned registries in their activities are being restored. These agencies include the State Migration Service, the Ministry of Internal Affairs, the State Fiscal Service, the Ministry of Digital Transformation, the State Geocadastre, the State Border Guard Service, and others.
Access to online services related to these registries will also be restored soon on the Diia portal and app, the Ministry of Justice added.
Responsibility for the hack of Ukraine's state registries, which occurred on December 19, 2024, was claimed by the Russian hacker group XakNet Team.
The cyberattack disrupted various services, including business registration, change of residence registration, and access to the State Register of Property Rights.
On December 30, the Ministry of Justice managed to restore the operation of three notarial registries (inheritance register, registers of powers of attorney and forms).
On January 4, the Civil Status Acts Register resumed operations, and on January 9, the Unified State Register of Legal Entities, Sole Proprietors, and Public Associations (USR) was back online.
