The drone manufacturer General Chereshnya (Center for Unmanned Systems Research LLC, owned by Yaroslav Hryshyn) has become the first supplier to successfully complete an order via the new DOT-Chain Defense system, which enables military units to procure the necessary equipment directly. This was reported by the press service of the Defense Procurement Agency, the procurement arm of the Ministry of Defense.

One military unit placed an order in the system on August 4 and received the drones on August 12.

This is significantly faster than the traditional state procurement process, which involves shipping goods to a centralized warehouse and distributing them to brigades through the Logistics Forces Command.

Currently, the Center for Unmanned Systems Research LLC is fulfilling six orders through the DOT-Chain Defense system.

DOT-Chain Defense was developed by the Defense Procurement Agency based on the DOT-Chain platform, launched in 2024 by the State Logistics Operator for army food procurement.

The system functions as a marketplace where brigades can directly order the required weapons and equipment from manufacturers.

For the pilot phase, the Ministry of Defense allocated UAH 1 billion to the Defense Procurement Agency for drone purchases.

  • In 2025, the state budget provides more than UAH 128 billion for drone procurement through the Defense Procurement Agency.
  • In May, the agency announced three mechanisms for market engagement: direct contracts (for unique or specialized drones), framework agreements (tenders for drones with similar specifications, initially FPV models), and DOT-Chain Defense — a marketplace where military units can select the necessary assets themselves.
