Four former directors of Kyivtransparkservice city parking operator charged by SBU

Ukrainian law enforcement agencies have charged four former heads of Kyivtransparkservice, the municipal parking operator in Kyiv, with negligence that resulted in significant financial losses, as reported by the Office of the General Prosecutor and the Security Service of Ukraine.
The actions of the suspects have been qualified under Part 2 of Article 367 of the Criminal Code of Ukraine (official negligence resulting in severe consequences).
The charges involve former executives of the municipal enterprise who held their positions between 2018 and 2023.
According to the investigation, a significant number of parking lots in Kyiv paid fees to the city budget only for a portion of the parking spaces under the management of Kyivtransparkservice, rather than for all available spaces.
"It has been established that more parking spaces were set up on the sites than stipulated by the contract. On average, about 50% of the parking spaces were used unofficially. Fees for these additional spaces were not paid to the budget," the Office of the General Prosecutor stated.
Despite being aware of these violations, the leaders of the municipal enterprise "did not conduct any inspections of the parking lots and did not terminate contracts with the violating businesses."
As a result, the municipal enterprise failed to collect over 23 million hryvnias ($547,270) that drivers paid for parking. This is confirmed by the findings of an independent forensic economic examination.
"During searches in the administrative buildings of the Kyiv City State Administration, Kyivtransparkservice, and the residences of the suspects, mobile phones, large sums of cash, and documentation proving illegal activities were seized," the SBU added.
The issue of choosing preventive measures for the suspects is currently being resolved. They face up to 5 years in prison.
The names of the suspects have not been disclosed by law enforcement. According to Contr Agent, the heads of Kyivtransparkservice during 2018-2023 were: Oleksandr Nimas (2018-2020), Tetiana Larina (March 31 – April 19, 2020), Anatoliy Svyryd (2020-2022), Vladyslav Opryshko (2022), Yevheniy Psiol (2022-2023), and Vladyslav Oliynyk (July 2023 – June 2024).
Psiol headed Kyivtransparkservice from August 2022 to July 2023 and resigned by mutual agreement. Starting in April 2023, parking on municipal lots became free due to the enterprise's inability to reach an agreement with the contractor to accept payments from drivers.
