Ministry of Justice restores notarial registers after cyber attack

Ukraine's Ministry of Justice has successfully restored the operations of several key state registers following a Russian cyber attack on December 19, according to a press release from the department.

Starting Monday, the Unified Register of Powers of Attorney, the Inheritance Register, and the Unified Register of Special Notarial Document Forms are back online.

"Notaries can now fully register powers of attorney, wills, and inheritance cases, as well as verify special forms. All notarial actions performed during the period of no access to the registers will be entered within five working days," the statement reads.

The ministry assured that it has strengthened cybersecurity measures to prevent future breaches of the registers.

The State Register of Civil Status Acts, the Unified State Register, and the State Register of Property Rights are expected to resume operations simultaneously in the second phase.

Responsibility for the December 19 cyber attack on Ukraine's state registers has been claimed by the Russian hacker group XakNet Team.

The attack disrupted various services, including business registration, change of residence registration, and access to data from the State Land Cadastre, which contains information from the State Register of Property Rights.
