Ukraine sanctions companies exploiting minerals in occupied territories

The National Security and Defense Council of Ukraine has imposed sanctions on companies involved in mineral extraction in the temporarily occupied territories. The relevant decision is outlined in Presidential Decree No. 580/2025, dated August 3, which targets 39 individuals and 23 legal entities.

"These are companies registered under Russian law that, following the occupation of Ukrainian territories by Russia, seized the assets of Ukrainian enterprises and are now illegally exploiting local mineral deposits," said Vladyslav Vlasiuk, Presidential Commissioner for Sanctions Policy, commenting on the NSDC’s decision.

Among the sanctioned companies are:

  • Dniprorudne Iron Ore Plant LLC, which expropriated the assets of Ukrainian company Zaporizhzhia Iron Ore Plant PJSC and is operating the Pivdenno-Bilozirske iron ore deposit;
  • Yekaterinivskyi Quarry LLC, which appropriated the assets of Ukrainian Ukrroskaolin LLC and is illegally mining clay and kaolin at the Katerynivka deposit in the Donetsk region;
  • Nika Trade Invest LLC, which is exploiting the Bila Balka deposit (Donetsk region) using the expropriated assets of Ukrainian companies Donbasnerudprom R&D LLC and Donbaskeramika LLC.

"These enterprises profit from Ukrainian mineral resources, pay taxes to the Russian budget, and produce goods that may support the military-industrial complex of the aggressor state," Vlasiuk added.

The same sanctions package also includes companies engaged in the illegal export of Ukrainian grain, such as TD Idealprod LLC and Crane Marine Contractor LLC, the latter being the owner of vessels Mykhailo Nenashev, Matros Koshka, and Matros Poznich.

Sanctions have also been imposed on Adamz Grain (Egypt) and Gulf & Eastern Food Trading SPC (Oman).

  • On August 3, Ukraine also sanctioned 94 captains and five companies associated with Russia’s so-called "shadow fleet."
