Four waste processing plants are planned to be built in Poltava Oblast. The memorandum on cooperation on the development of waste management infrastructure was signed by the Minister of Environmental Protection Ruslan Strilets, regional governor Filip Pronin and the heads of four territorial communities, the Ministry reported.

Poltava Oblast became the first region after Kyiv Oblast to sign a memorandum on cooperation at the level of the ministry – oblast – community, Pronin noted.

"This will allow for more efficient cooperation in various directions. And the most important thing is to build four waste processing plants in the communities of Poltava, Kremenchuk, Lubny and Kobeliaky," he said.

According to the regional administraiton, about 280,000 tons of solid household waste is generated in the region every year.

"Our common goal is to launch the processes of creating a waste processing cluster in the region that will solve waste problems. The European integration framework law "On Waste Management" opens the door to investors and creates conditions for the creation of a modern waste processing infrastructure in Ukraine," said Minister Strilets.

According to the government official, the plants will allow to logistically cover the entire region with waste processing. They can start working within a few years.

These enterprises will use modern processing technologies:

→ processing of organic waste with subsequent production of biomethane;
→ deep sorting with selection of resource-valuable materials, etc.

The facilities will be able to process up to 500,000 tons of waste per year.

The cost of the project is about 120-130 million euros. Negotiations with European and American partners are ongoing.

More than 10 million tons of waste are generated in Ukraine per year. The task of the Ecology Ministry is to ensure that the disposal of waste becomes unprofitable, and recycling, on the contrary, brings income and investments, said Deputy Minister Viktoriya Kyreyeva. Therefore, the authorities are currently developing a bill on the waste disposal tax.

Also, the Verkhovna Rada has registered a draft law on container and packaging waste.

In June 2023, the Cabinet of Ministers allowed temporary landfills under martial law.
