Oschadbank detects sabotage of critical systems of Gulliver: opening dates are unknown

A consortium of state-owned banks led by Oschadbank has discovered large-scale sabotage of the engineering systems of the Gulliver shopping and office complex. This was reported to by the bank's press service.
"Gulliver, the second tallest skyscraper in Ukraine, has been out of service since the evening of October 30, 2025.
During the inspection, which took place from October 31 to November 3, the power supply systems of the complex were blocked, backup power equipment was damaged, and critical security systems were shut down. In addition, the inspection revealed the absence of important components and assemblies of the engineering and IT infrastructure, a shutdown of water supply and sewerage, damage to cable systems and warning systems.
"All these facts indicate sabotage, deliberate seizure, damage and illegal export of equipment critical to the operation of the complex. A consortium of state-owned banks will initiate civil and criminal proceedings against all those responsible," the bank said .
Banks have begun purchasing and installing the necessary equipment, and contractors have begun additional inspections and testing of all systems.
The interim results of the inspection are expected within the next week, after which it will be possible to determine the timing of the reopening of the complex. The reopening of the Gulliver shopping center is possible only after approval from the State Emergency Service.
For the entire period of temporary suspension of the complex's operation, tenants will be exempt from rent payments.
- On July 26, 2025, a consortium of state-owned banks (Oschadbank – 80%, Ukreximbank – 20%) officially became the owner of the Gulliver shopping center through a collateral collection procedure, as the previous owner of the skyscraper, Tri O LLC, ceased to fulfill its loan obligations.
- Since October 30, Gulliver has temporarily suspended operations.
