Kyiv’s Gulliver skyscraper to reopen some retail floors on December 12

Kyiv’s Gulliver skyscraper will begin a phased reopening on December 12, Oschadbank's press service said on Tuesday.
On that day, access to the retail area on the first and lower-ground floors will be restored.
"Following repair and restoration works and equipment testing by specialized contractors, Oschadbank’s emergency commission has decided to open certain parts of the complex that are deemed safe for operation — specifically, two floors of its shopping and entertainment area," the bank stated.
"The date was determined after preliminary discussions with tenants, based on their readiness to fully resume operations. The exact list of stores that will open to customers on December 12 will be announced later," the statement added.
The remaining floors of the mall, as well as the office section of the Gulliver complex, will reopen later "as the consequences of deliberate damage and negligence to the complex’s engineering systems are addressed," for which Oschadbank blames the previous owner.
On December 1, an Oschadbank branch inside Gulliver resumed operations.
- On July 26, 2025, a consortium of state-owned banks (Oschadbank — 80%, Ukreximbank — 20%) formally became the owner of the Gulliver complex through collateral recovery procedures after the previous owner, Tri O LLC, defaulted on its loan obligations.
- Gulliver has been temporarily closed since October 30.
