Hetmantsev estimates budget losses from the shadow grain market at UAH 3 billion a year

State budget losses due to shadow grain operations have decreased to UAH 3 billion per year. About this reported chairman of the Parliamentary Committee on Taxation and Finance Danylo Hetmantsev.
"If earlier the state used to lose up to UAH 8 billion annually due to shadow grain transactions, now this figure has dropped to about UAH 3 billion," Hetmantsev wrote on Telegram.
According to the MP, the reduction in the share of the shadow market was facilitated by land market reformthe government has also adopted anti-offshore legislation, and mandatory registration of exporters as VAT payers, export security regime and strengthening control over transfer pricing.
Thus, in 2024, due to the de-shadowing of the agricultural sector, the budget received an additional UAH 3.6 billion, of which UAH 2 billion was VAT.
In 2025 (compared to 2024), revenues amounted to UAH 8.6 billion, of which UAH 1.6 billion was VAT and UAH 0.5 billion was income tax.
