Koval said that state-owned land will remain the property of the country while generating income. He estimates that leasing state lands will allow Ukraine to receive billions of hryvnias annually. The minister also noted that the participation of entrepreneurs and farmers is crucial for the success of this project.

The Land Bank program offers transparent leasing of state-owned agricultural lands for extended periods – 14 years for annual crops and up to 25 years for perennial crops. This will enable farmers to effectively plan their activities and care for soil quality, the minister said.

Koval also announced further development of the program and automation of processes through the State Agrarian Register, which will make land relations as transparent as possible.
