Distributed generation: 762 MW of gas-fired capacity appeared in Ukraine in one year

In Ukraine, 762 MW of new gas-fired generation will be commissioned in 2025. This is the capacity connected by utilities, as well as private and state-owned companies, the Ministry of Energy reported.

"The development of a decentralized energy system is one of Ukraine's key priorities in times of war," the ministry emphasized.

Distributed generation includes both gas generation (GTU, GPU, CHP) and renewable energy facilities connected to distribution systems, as well as energy storage.

The largest number of stations were built by households. These are solar power plants with a capacity of 5 to 30 kW, implemented under the "green" tariff model or the active consumer model with state support within the framework of the state program of interest-free loans.

Businesses, government, and municipal institutions are implementing projects that depend on their own consumption. These segments are dominated by solar power plants and cogeneration plants with a capacity of 100 kW to 2 MW.

On December 1, 2025, the Cabinet of Ministers adopted a number of changes to support the development of distributed generation, in particular simplifying the installation procedure for distributed generation facilities and removing capacity restrictions.

On December 24, the Ministry of Energy unlocked competition for the construction of new generating capacity.

  • In June 2024, President Volodymyr Zelenskyy said that Ukraine plans to build up to 1 GW of distributed generation in 2024 and another 4 GW in the coming years.
  • According to the Ministry of Energy, as of December 31, 2024, the total capacity of distributed gas generation plants connected in Ukraine amounted to 967 MW. Of these, 835 MW were put into operation.
  • In July 2025, it became known that Ukrnafta plans to build 420 MW of gas generation in 2026, as well as a large CCHP project – namely, the production of electricity, heat, and cold from a single source.
