Cabinet of Ministers officially approves roaming visa-free travel between Ukraine and the EU starting January 1, 2026

The Cabinet of Ministers has approved the decision of the EU-Ukraine Association Committee on the mutual opening of the roaming sector. This was announced by Prime Minister Denys Shmyhal during a government meeting.
"This is part of the procedure for finalizing the acquisition of roaming visa-free travel," Shmyhal said.
This decision means that starting from January 1, 2026, Ukrainians will be able to use mobile communications in the EU countries at no additional cost, and European subscribers will be able to use the same conditions in Ukraine.
Roaming visa-free travel became possible after the European Commission's approval and is an important step towards Ukraine's integration into the EU digital space.
Prime Minister Shmyhal emphasized that this is not only a convenience for millions of citizens, but also a confirmation of Ukraine's gradual entry into the European Union's digital space.
- Adaptation of legislation to EU rules in the telecommunications sector, in particular on roaming, Ukraine started in April 2023.
- On April 15, 2025, the Verkhovna Rada adopted the Law №12150 on roaming with the EU.
- On June 17, the European Commission officially proposed to to integrate Ukraine into the EU's roaming zone starting from January 1, 2026.
- In late June, Ukrainian and European mobile operators agreed to extend the agreement until the end of the year, that allows Ukrainians to roam in the EU at reduced tariffs.
