Mobile operators will continue preferential roaming for Ukrainians in the EU until the end of the year

Ukrainian and European mobile operators have agreed to extend until the end of the year the agreement that allows Ukrainians to use roaming in the EU at reduced rates. This was reported by the National Commission for the Protection of Mobile Communications (NKEK) in response to a request from Interfax-Ukraine.

This is a Joint Statement, which has been in effect since 2022. It allows Ukrainians staying in EU countries to use mobile communications without additional charges or at reduced rates.

The current document expires on July 9, 2025, but operators have confirmed their willingness to extend its validity until December 31, 2025.

This will actually allow maintaining favorable conditions until the full launch of the "roaming like at home" (RLAH) model in Ukraine, which operates in the European Union. Its implementation is expected from January 1, 2026.

The National Electricity Commission explains that roaming tariffs depend on the cost of services, technical access to networks, and the characteristics of each country's market. Therefore, maintaining the current conditions is an important step to protect Ukrainian consumers.

  • On April 15, 2025, the Verkhovna Rada adopted Law No. 12150 on roaming with the European Union.
  • On June 17, the European Commission officially proposed integrating Ukraine into the EU roaming area starting January 1, 2026.
