No carriers, but with a compartment redemption: new rules for the transportation of animals on trains have come into force

Ministry of Communities and Territories Development approved new rules for the transportation of animals on trains. The rules a year ago developed Ukrzaliznytsia together with experts from the animal protection movement UAnimals and transport experts from partner countries.
The updated rules have already entered into force and apply to all rail transportation on the territory of Ukraine.
From now on:
→ large dogs (above 45 cm at the withers) can travel in all types of cars (including SV, RIC and Intercity+) if the passenger has purchased all seats in the corresponding compartment or a block of seats in one row in Intercity+ and Intercity;
→ service dogs of military personnel can travel free of charge in any carriage – they must wear a muzzle and leash;
→ carriers for animals do not have to be rigid: bags, backpacks or other means of transportation with a waterproof, absorbent bottom are allowed;
→ small animals (including dogs up to 45 cm at the withers) can travel in a compartment without a carrier – provided that all seats are purchased.
In all cases, passengers must have veterinary documents and a ticket for the animal, as well as a leash and muzzle for large dogs.
In case of discomfort or allergic reactions from being near an animal, passengers are advised to contact conductors or stewards: the train crew will help organize a transfer within the train.
The beginning of a joint development of updated rules by Ukrzaliznytsia and UAnimals the story of National Guard officer Valeriy and his service dog Ermy laid the groundwork for the travel of passengers with animals. Due to the ban on transporting animals over 45 cm at the withers on Intercity trains, the military man was forced to travel with his dog in the vestibule of the car from Chernihiv to Kyiv.
- In July 2025, Ukraine approved the rules for the first time transportation of animals in intercity and international buses.
