Forbes Ukraine: Arms export plan gets "general approval" from President

Ukraine may soon lift the ban on arms exports. A political decision could be made as early as May, according to Forbes Ukraine, citing its own sources.

The rhetoric around whether arms exports are permissible during wartime appears to have shifted about three weeks ago, said the founder of a drone manufacturing company, who spoke on condition of anonymity due to the sensitivity of the issue.

"There is general agreement from the President to open up exports," he added.

Three potential export scenarios are being considered:

→ case-by-case approval (individual review of each contract);
→ export of up to 50% of production allocated for domestic orders, provided that a portion of the proceeds is used to purchase weapons for the Armed Forces;
→ creation of a special fund financed by an additional 20% export duty.

Forbes notes that there is no consensus in the market regarding the feasibility of exports. Some argue that Ukrainian manufacturers will face difficulties competing internationally, while others believe there is potential, as "drones are the new oil."

Deputy Head of the President’s Office, Pavlo Palisa, stated in April: "Until a ceasefire is achieved, and until we create the necessary stockpiles to guarantee the fulfillment of our defense needs, Ukraine is unlikely to sell weapons outside".
