Ukraine bars Russia’s allies from postwar rebuilding. Neutral countries won’t get priority

President Volodymyr Zelenskyy on Saturday, at a briefing, outlined a policy regarding the participation of different countries in rebuilding Ukraine after the war. Priority will be given to those who supported Ukraine during the war, while those who helped Russia will not be allowed to take part.

"There will definitely not be those who helped Russia. This is a fact. How could you help destroy and now make money on it? It's completely illogical," Zelenskyy was quoted as saying by Interfax-Ukraine.

Supporting Ukraine during the war does not necessarily mean military assistance, the president clarified. He cited the example of Japan, which did not provide weapons but allocated about $15 billion to support Ukraine's energy stability.

In addition to Japan, priority will be given to the European Union, the United States, and other partners.

"It would look just strange that Europe is financing, and people from other markets are coming and rebuilding," he explained.

"And quite rightly, the Americans say, ‘Excuse me, those who do not help — why should they earn?’ There is no altruism here, and no altruism has been shown to Ukraine by any country. This does not mean that someone will be forbidden to do anything. Maybe we will not advise our regions to have joint projects with countries that have not helped Ukraine in any way," Zelenskyy added.
