Ukraine developed 16 standard engineering solutions to protect critical infrastructure

The State Recovery Agency, together with military engineers and power engineers, has developed and approved 16 standard projects to protect critical infrastructure facilities, it said on Tuesday following the first month of operation of the Energy Protection Coordination Headquarters.

Standard engineering projects can be adapted by the owner to a specific facility and suppliers in the vicinity. They are designed not only for energy facilities, but also for water supply, heat supply, and urban infrastructure.

"Defense must respond to today's threats. The solutions used in previous years have proven effective. But given the realities, we need new solutions that are designed for tomorrow. In addition, the solutions should be those that can be implemented in a few months, not for years," said Sergiy Sukhomlyn, Head of the Agency.

The Recovery Agency is currently coordinating the construction of protective structures at more than 100 critical infrastructure facilities. Priority is given to the frontline regions where the threat of Russian attacks is greatest.

Since September, Russia has begun targeting small peripheral infrastructure facilities.

"The enemy is changing its attack tactics. If earlier the focus was on large facilities, now it is on massive strikes against peripheral infrastructure, not only energy, but also logistics, production, and civilian life support systems," the agency quoted Artem Bilyk, a military engineer of the Armed Forces of Ukraine, as saying.

  • The issue of physical protection of critical infrastructure facilities reappeared in the public sphere in the fall of 2025 after Russia resumed massive attacks on them in order to destroy Ukraine's energy system and disrupt the heating season.
