Cabinet of Ministers announces concession in Chornomorsk port: tender to be announced by the end of the year

The Cabinet of Ministers has announced a tender for the concession of two terminals of the Chornomorsk sea trade port. This is reported by in the government program of Yulia Svyrydenko .
"The government continues to work on attracting investment in seaports through the mechanism of public-private partnership to develop and modernize the port industry, increase cargo transportation, and strengthen Ukraine's position as a maritime power," the document says .
A concession is an agreement under which the state transfers to a private person the right to temporarily manage, use and develop an object or enterprise on a paid and fixed-term basis.
By December 30, 2025, the Cabinet of Ministers is going to announce a concession tender for the container and first terminals and decide whether it is advisable to concession the ferry complex.
The Ministry of Communities and Territories Development has previously reported that it is a long-term concession for 40 years with a potential of up to 760,000 TEU (conventional unit of measurement of cargo vehicle capacity) and more than 5 million tons of cargo annually.
The Danish transport and logistics group A.P. Moeller-Maersk has expressed interest in the concession of the container terminal.
The competition itself will take place in 2026.
- In 2020, Ukraine began to concession seaports for the first time - Kherson Commercial Sea Port was one of the first. The winner of the tender for the concession of the Kherson Commercial Sea Port was Risoil-Kherson. It planned to invest more than UAH 300 million in the port.
- In 2021, Qatar's QTerminals was awarded a 35-year concession handed over the port of Olvia .
